PROFESSIONAL PROFILE 专家简介
Philippe Souvestre is currently an adjunct professor at both the National College of Naturopathic Medicine in Portland, Oregon, USA, and the School of Engineering Sciences of Simon Fraser University (SFU). He is also a research associate and an adjunct professor nominee at the Biomedical Physiology and Kinesiology Department at SFU. For many years a jury examiner for Masters, MD and PhD theses in several European universities, he also regularly mentors since 2000 Canadian and American postgraduate medical and research students detached on site at his NeuroKinetics Traumatology & Concussion Clinic.

Philippe’s medical thesis and further research work in Aerospace Medicine as a French flight surgeon and academic researcher and lecturer initiated ground-breaking contributions to international Flight Test Operations and Aerospace industry. He was later selected for his expertise as a candidate astronaut for the French Space Agency. One of the main reasons was his comprehensive training in TCM along his Western medical curriculum at the Faculty of Medicine of Aix-Marseille, France. From blending Western and Chinese medical sciences and his aerospace research achievements since 1981, Philippe has consistently fore-fronted on the discovery of several major paradigm shifts in Medicine and Neuroscience throughout his career, including a productive grant supported research, over 130 internationally peer reviewed medical and scientific papers and book chapters, and his very busy medical practice. His 25 year international reputation has been established upon the conception of neurophysiological hypotheses and the design of several successful novel non-invasive assessment and treatment methodologies in neuro-traumatology. In 2008, a famous Beijing Hospital MRI research team confirmed Philippe’s long time research hypothesis on a novel trauma related brain dysfunction paradigm. Ongoing research on his work is conducted in several universities in both Western and Eastern academic worlds.

The QATCMA is a member in good standing of the World Federation of Acupuncture Societies (WFAS). Philippe Souvestre, co-founder of our association and current 2nd Vice President and Chair of the Communication Committee, volunteered to represent us at the 7th WFAS 2009 World Congress held in Strasbourg, France last November. He will review the various topics presented and report on the state of the art of all TCM and Acupuncture practices including medical and veterinarian clinical practice, clinical and fundamental research as well as professional standards of practice, related educational requirements and international state of the art in TCM regulation. Updates on the evolving WFAS’ relationship with the World Health Organization and their consequences on the future of our TCM Community will also be presented.

駱文增醫生业于天津是中医学院，本科学历，以及美国世界传统医学科学院、获传统医学博士学位，副主任医师。就学期间得到“世界针灸联合会主席”石学敏教授的悉心指点，针灸技术获得质的飞跃。在京津名老中医临床经验高级讲习班中得到伤寒大师刘渡舟、温病大师赵绍琴，以中医泰斗董建华等多位顶级中医专家的指导，受益非浅，丰富了临床经验，并在以后的临床实践中不断的总结，发表过论文“战争的战略思想活用与中医辨证论治”等30余篇，与他人和作著书三部。

此次演講内容提纲包括：经络与俞穴是中医学里重要的组成部分。人体的俞穴众多，包括正经穴和经外奇穴以及不同流派的各种独创奇穴。但在临床上也发现许多俞穴很少用，有的俞穴却应用广泛，由于应用广泛就形成了常用穴，这些常用穴在不同流派的针灸师的应用中，也就有了许多不同的临床经验。駱醫生经二十多年的临床实践，摸索了许多俞穴治疗经验，借这次讲座的机会將和大家共同研究和探讨。

中醫面對甲型流感 - 在溫哥華治療外感發熱的體會

孫學東醫生原为中国中医科学院专家委员会委员；中国中医科学院广安门医院内科主任医师、副院长；世界中医药学会联合会内科（糖尿病）专业委员会副主任委员；中华中医药学会临床药理专业委员会副主任委员。现为卑詩省註冊中医针灸師公会教育委員會主席。

讲座要点包括：1) 中医治疗急性传染病发热有悠久的历史及丰富的经验。2003年中西医结合治疗SARS取得较好的效果, 这一结果得到世界卫生组织的认可。2) 当前甲型流感肆虐全球，有了中医治疗SARS的经验，单纯中医药治疗甲型流感可以取得很好的疗效。3) 中医治疗外感发热疾病由于历史久远形成不同的学派，如伤寒派、温病派、瘟疫派。这些学派并不矛盾，相互补充，共同构成了中医热病学。
孫教授个人体会在温哥华，外感发热包括甲型流感属伤寒者为多，温病者少。 4)中医治疗外感热病的基本大法 -- 驱邪为第一要务。汗、下、清三法为主要方法。孫教授在此講座中将深入讨论此三法在外感表证发热的辩证，方药、临床应用的个人体会。

IN-DEPTH TCM ACUPUNCTURE AND TRAUMATOLOGY WORKSHOP!
Traditional Chinese medicine (TCM) has been included in the health care system in Taiwan for more than a decade. According to recent statistics, 75% of the MSP claims in TCM portion fall on acupuncture and traumatology. It is very clear that acupuncture and traumatology treatments are extensively recognized by public; therefore, the clinical treatment of acupuncture and traumatology in Taiwan possesses a high learning value.
Serving members and TCM colleagues by providing high level workshops with reasonable fees have been the mandate for QATCMA for the past years. Last year, acupuncture started to be included in the Supplementary program of MSP after our active lobby to the BC government. Therefore, advanced learning of acupuncture and traumatology techniques will help members and TCM profession in increasing their practice, as well as building the foundation of overall inclusion of acupuncture in the MSP system, ICBC claims and WCB claims. We invite Dr. Tsung-Kuei Kao, a renowned acupuncture and traumatology doctor in Taiwan, to share his experience in advanced acupuncture and traumatology techniques in treating common/difficult problems in our daily practice. Speaker invited from Taiwan應邀專程從台灣的著名專家:
Dr. Tsung-Kui Kao started studying Chinese medicine in China Medical University in Taiwan in 1979 and graduated with two PhDs in both Chinese medicine and Western medicine. He is now a PhD candidate in integrated Chinese and Western medicine in Beijing Chinese Medicine University.
Dr. Kao has been honored with many prizes including a gold medal in special contribution in integrated Chinese and Western medicine in Berlin, Germany in 2000; the best primary physician in the affiliated hospital of China Medical University; a gold medal in microtrauma acupuncture (acupotomy) thesis in the international acupotomy symposium held in Beijing in 2003; and expert of acupotomy by Chinese Special Therapeutics Association in May 2005.
Dr. Kao has published five SCI theses, thirty-nine articles for medical journals and ninety-nine abstracts for conventions.
Dr. Kao’s clinical expertise lies in acupuncture, traumatology, tui-na, TCM internal medicine and acupotomy. He specializes in treating stroke sequela, insomnia, palpitation, asthma, rhinitis and cancer/tumor care.
Dr. Kao was appointed as an associate professor by the Ministry of Education in Taiwan in 2002 and is currently an instructor of China Medical University, Taiwan.
高宗桂醫師在1960年出生於台灣桃園。1979年進入中國醫藥大學開始研習中國醫藥，具有學生身分長達十七年，分別畢業於藥學系、中國藥學研究所碩士班、學士後中醫學系、中國醫學研究所博士班，擁有藥師執照與中醫師執照。2002年至中國南京中醫藥大學第一臨床醫學院進修，於2005年獲第二個醫學博士學位，2009年又開始在中國北京中醫藥大學基礎醫學院中西醫結合博士班進修。
1994年開始在中國醫藥大學附設醫院中醫部擔任住院醫師、總醫師並順利升任主治醫師。1996年起在中國醫藥大學學士後中醫系任講師，2002年升任教育部審定副教授。
醫學相關團體經歷方面，曾經在台灣任職中華推拿科學學會理事長、中華針灸醫學會秘書長、台灣考試院中醫師典試委員，受聘馬來西亞中醫暨針灸聯合總會榮譽理事長、東馬中醫學院榮譽院長、崇正中醫針灸學院榮譽院長、中國南京中醫學研究院客座教授、中國黑龍江中醫研究院研究員。2007年入榜中國衛生部中醫執業醫師全國會考及格中醫師，2009年於南京國醫館註冊行醫。
高醫師多次獲獎，曾於2000年在德國柏林獲國際中西醫結合優秀論文暨特殊貢獻金牌獎金牌，2001年度榮獲中國醫藥大學附設醫院最佳主治醫師獎狀、同年獲台中市政府頒發九十年度台中市傑出優良醫師獎獎牌，2003年國際針刀醫學論壇於中國北京舉行，榮獲針刀醫學論文金獎；2005年5月獲中國中華特色醫療學會評選為中華傑出針刀醫學專家榮譽。
高醫師現職是台灣中醫醫學會理事長、馬光中醫醫院學術院長(衛生署評鑑教學醫院)、台灣大仁科技大學副教授。臨床專長是針灸、傷科推拿、中醫內科與針刀醫學。主治中風偏癱、失眠心悸、氣喘鼻炎與腫瘤調理為主。2005年開始發行《台灣中醫科學雜誌》每年二期，編著有《中醫骨傷推拿治療學》、《實用中醫美容》、《中醫脈學圖說》、《漢英中醫名詞辭典》、《中藥品管概論》、主編有《中醫傷科護理學》、《中醫針灸護理學》、《中醫護理學》、《實用針灸學》，2003年協編中國高等教育教材《針刀醫學》教科書，已經於2004年出版通行於中國大陸中醫相關學系作為教科書。2004年起，發表中醫藥有關國際(SCI)論文5篇，醫學科學期刊論文39篇，研討會論文摘要或電子影像檔99篇。
高宗桂醫師將中醫生活化，曾1997年拍攝發行中醫骨傷推拿治療互動式教學光碟(泗維科技，台中)、2002年接受三立電視台《第三隻眼》節目部邀請轉訪，剪輯成一小時的《台灣推拿仙》專輯撥出。2006拍攝中藥學遠距教學錄影教學光碟(大仁科技大學)、2007年拍攝中藥藥膳學遠距教學錄影教學光碟(大仁科技大學)；2009年元月編著出版《針灸常用五十二穴》中英文版撲克牌，適合國內外人士寓教於樂。

In the past 40 years Professor Shi Zhe Gu has devoted his time to teaching, clinic work and scientific research. He was appointed to the position as head of department of acupuncture and massage at Beijing University of Chinese Medicine. He is now the professor of the School of Acupuncture in the Beijing University of Chinese Medicine, tutor of Ph.D. students and Chief physician. Professor Gu is the trustee of Chinese Acupuncture Academic society, and a board member of the specialized committee of channels and collaterals. He is a member of the Academic Committee of Beijing University of Chinese Medicine, and the vice-group leader of the Preparatory Committee for the Stone needle Branch of Chinese Acupuncture Academic society. He is a trustee of Beijing Association of Chinese Medicine Research and Development, and the president of the acupuncture branch association. He is the academic consultant of Chinese

Medical Association of Singapore and the honorary professor of London College of Traditional Chinese Medicine in UK. Professor Gu was the vice Director-General of Acupuncture Educational Society of the original National Chinese Medicine colleges and universities Union. In recent years he participated in excavating and popularizing the stone needle therapy actively, and is the vice-chairman of the stone needle branch of Chinese Acupuncture Academic society. He has also been to the US, Japan, South Korea, Denmark, Spain, Sweden, Britain, Brazil and Argentina to give lectures and carry out the academic exchanges.
谷世喆，北京中医药大学针灸学院教授，博士导师，主任医师，国家级带徒名中医。中国针灸学会理事，刮痧与砭石学会副会长。前北京中医药大学针灸学院院长。1944年出生于中国河北省，其父谷济生师从京城名医施今墨，是中国首批师带徒名老中医。1962年就读于北京中医学院中医系，1989至今年担任北京中医药大学针灸推拿系讲师, 副教授, 教授，硕士导师和博士导师。谷讲授曾多次到美国日本，韩国，新加坡，瑞典，英国，巴西，阿根廷西班牙等国家讲学和学术交流。获第二届拉丁美洲针灸大会特奖；新加坡中华医学会学术顾问；英国伦敦中医学院名誉教授。谷教授主讲《针灸学》《经络学》对经典理论有深刻认识，认为根结标本气街理论是经络学说重要内容，是经络在体内纵向和横向的联系，是特定穴产生的理论基础。相关论文多次在核心刊物发表在日本新加坡等国家译载。主编5部学术专著。谷教授41年来十分重视针灸和中药相结合，重视心理疏导和针灸治疗相结合。善长针灸中药治疗内科妇科五官科疾病。对疼痛症，精神情志病男妇疑难病有良好疗效。

Prof. B.K. Singh, B.Sc., M.B.B.S, D.Ac., Ph.D., D.Litt., D.Sc. is the President and Dean of The International Acupuncture Academy of Bhupendra Techniques, Vancouver, Canada. He is a western trained medical doctor from India and post-graduate Acupuncture specialist with 36 years clinical, teaching, and research experience. He has traveled to over 40 countries to promote Classical Acupuncture, Bhupendra Techniques Acupuncture, and his original health concepts by conducting workshops, seminars, and training and treatment camps. He has been actively involved with many international associations and societies in humanitarian work. He and his thousands of students around the world are helping needy patients during his treatment camps, including the Mother Theresa post-traumatic paraplegia and leprosy home in India. Unfortunately it has not been a focus for many Acupuncturists. B.K. Dr. Zhou graduated from Heilongjiang University of TCM in 1982, Master Degree in Shenyang University of Pharmacy in 1988 and PhD in Heilongjiang University of TCM in 2003. From 2005 he started post-doc research in Heilongjiang University of TCM.
From 1989 to 2007, he had further clinical study and practice (dermatology and TCM dermatology) in Harbin Medical University, Hospital of Beijing University, China Medical University, and the 7th People’s Hospital of Shenyang. 曾获得中国国家发明专利一项(CN89106021.9, 第二名)，黑龙江省中医管理局科技成果一等奖（课题组第二名），博士论文（针药并施治疗银屑病临床研究），博士后项目（内服中药治疗湿疹的临床实验研究，待发表）。曾在中国和英国发表学术论文20余篇。

Annual TCM Acupuncture Day 中醫針灸日

“TCM Acupuncture Day” is one of most significant annual events of QATCMA. This year, we will host a BC Acupuncture Day Charity Event jointly with the BC Children’s Hospital Foundation on Thursday, April 16, 2009, which is organized in coordination of our application to recognize the Third Sunday of April as “Traditional Chinese Medicine and Acupuncture Day of BC” to the BC government. We believe that this is not only a good way to provide generosity back to the public, but also a better way to promote TCM and acupuncture as well.

On Thursday, April 16, 2009, all patients will receive a free diagnosis and treatment in the participative TCM and Acupuncture clinics by offering monetary donation to the BC children’s Hospital Foundation. The BC Children’s Hospital Foundation will issue receipt to donator for the purpose of tax claims.

“中醫針灸日” 是我會每年的重大活動之一﹐為了慶祝針灸正式納入MSP﹐今年的”中醫針灸日”將擬定于四月十六日(星期四)﹐配合我會將向各市政府提議訂立每年四月第三周為”卑詩省中醫針灸日” 的申請。

“中醫針灸日” 如各位同仁所知, 是一個讓公眾近距離接觸了解中醫針炙治症防症的知識普及日﹐我會將秉承2007年為溫哥華食物銀行籌款方式﹐即宣傳中醫針灸的同時, 又為社會做些慈善活動。我會已經與卑詩省兒童醫院基金會有關負責人進行初步溝通﹐他們非常感謝並願意與我會聯合舉辦為病患兒童慈善籌款活動。

日期: 2009年4月16日(星期四), 方式: “中醫針灸日”當天, 參加活動的中醫針灸師免費為病人提供診斷及針灸治療﹐就診病人向卑詩省兒童醫院基金會捐款﹐多少不限。

Dr. Harvey Yunhui Hu has practiced TCM at his own clinic in Richmond city since 1996. He graduated from the traditional Chinese medical department of the Guiyang College of TCM in 1982 with a medical doctorate, and from the graduate program of the Southwest University in 1988 with a degree in law. He is a TCM PhD candidate of the Guangzhou University of Chinese Medicine. Dr. Hu has been an instructor at ICTCMV. He is former President of QATCMA (2007-2008).
胡永辉, 注册高级中医师, 自1996年始列治文市执业。1982年贵阳中医学院毕业留校, 获医学位; 1988年西南大学毕业, 获法学位; 广州中医药大学首席教授靳瑞博士生在读。曾任贵阳中医学院助教, 讲师, 贵阳中医学院第一附属医院实习医生, 医生共十年时间; 曾任教于ICTCMV, 前QATCMA会长。

Topic 1 Outline: In Spring, allergic rhinitis, allergic asthma and other viral diseases are common in Canada, in this seminar, Dr. Hu will introduce and demonstrate the practical treatment in accordance with the Nose 3-Needle Technique of Jin's Three Needles and related head needle, body needle and punctures the blood cupping. Professor Rui Jin is a renowned acupuncture scientist and chief professor of Guangzhou Chinese Medicine University.
Topic 2 Outline: The lecturer will share his more than 20 years clinical experience and research result of Chinese Medicine Physique Discipline to discuss:
• how to identify patients individual physique difference;
• how to use the Comprehensive Treatment of Acupuncture Physique to treat and improve specific diseases efficiently;
• how to collocate with the Group Hole Formula of the Comprehensive Treatment of Acupuncture Physique to increase and consolidate the result of treatment; and
• to discuss the difference and how to classify the morbid state physique and apply and related acupoint selection formula.

In the year 2008, the Board QATCMA has worked on many projects (some of which being quite unusual) and new managements, and as a result, we have spent more money than the past few years. The main expenditures include:

• Supporting the donation events ( e.g. Earth Quake in China)
• Printing Explanation Sheets to members about the MSP handling
• Holding extra seminars for MSP explanations and Stop Bill C51 etc.
• Paying back the CPP the EI deduction as requested by the Canadian Revenue Agent for the previous secretaries of QA (dated back to 2007). This amounted to $2400.00.
• Buying a new computer and new software (e.g. the Windows Publisher, Microsoft Office, and Maximize upgraded to facilitate the renewing of the members’ directories). In fact we have built a sophisticated website to provide good services to our members, who can set up their own web pages in the near future.
• Printing “Members Directory” for family doctors’ references. Thus the doctors can easily locate an acupuncturist /TCM doctor of our Association with the Directory.
• Increasing our secretary Miss Jenny Jia’s pay starting from June 2008. This is because we wish to carry out all our office work more efficiently, so Miss Jia’s working hours should be increased to cope with her increased workloads. She has worked an additional 4 hours per week since June 2008.

Our goal has been, and will always be, providing best services to our members. Probably you may have noticed that there are world-renown professors as speakers/ guests of honor in some of our recent seminars/symposiums. We have tried a lot of efforts and money to record these occasions as CD/DVD/Video tapes. These are of good audio/video quality, and open for rent. Please make full use of this rental service – you can make use of the recorded materials for supplements to studies. Or those not present at the meeting may want to view what has happened.

Dr. Lee Ho Young graduated and obtained BA degree in Business Administration from Sung Kyun Kwan University in 1976. From 1978 to 1981, he has taken and completed three years course of Acupuncture Theory and Practice Needling at the Korean Modern Acupuncture Research Society. From 1996 to 2000, he has taken and completed four years course of the Doctor of Traditional Chinese Medicine at the International College of Traditional Chinese Medicine of Vancouver with a diploma in Doctor of Traditional Chinese Medicine. In 2003, he has registered as a Doctor of TCM with CTCMA in BC.

The seminar will discuss about SA AM Acupuncture Therapy which has been invented by SA AM, one of the Korean great enlightened Buddhist based on the NEI-JING and NAN-JANG. The theory of Yin Yang and Five Elements will be used in making the decision of treatment principle and prescriptions. Dr. Lee will focus on diagnosis and how to set up treatment principle including transmission of needling sensation, prescription and reducing formula.

Dr. Vincent Cunhai Yu is a registered acupuncturist with18 years in China, Russia and Canada. He received his Doctor's degree from Hubei Traditional Chinese Medical University and his Master's degree from Changchun Traditional Chinese medical University. Dr.Yu was elected as the president of Canada Acupuncturist &T.C.M Headquarter Association. After having done extensive research on lower back pains, sciatica, digestion related troubles and headaches; Dr. Yu has authored three books and published eighteen medical papers in numerous medical research journals. His expertise also includes arthritis, soft tissues injury, nerve pain, frozen shoulder, tennis elbow, neck pain, insomnia, facial palsy, depression, strokes, weight loss, hair loss, low immunity, eczema, quitting smoking and acne.

This lecture will focus on the identification and treatment of acute low back pain diagnosis and treatment. Acute low back pain includes sprains, stains, injury, and pain caused by other diseases which are Prolapsed Lumbar Intervertebral Disc, AS, and AR etc.

Dr.Weidong Yu graduated from Shandong university of TCM in 1983, as bachelor of medicine. He graduated as Master of public health from school of public health, Free University of Brussels, Belgium in 1991. He has practiced traditional Chinese medicine and western medicine as a resident physician in the hospital affiliated to Binzhou College of medicine, Shandong, China from1983 to 1985. He worked as assistant research fellow at China Academy of Traditional Chinese Medicine, Beijing, China from1985 to 1990. Dr.Yu has practiced acupuncture and traditional Chinese medicine in Belgium, California, USA, and Canada in past 18 years. Dr.Yu is an author of more than 30 publications in both English and Chinese literature and lectures internationally. He is a licensed acupuncturist in the state of California, United States and a registered doctor of traditional Chinese medicine in the province of British Columbia, Canada. This lecture will focus on the TCM perspective of insomnia, treatment strategy, herbal formulation, acupuncture, moxibustion, life style modification etc.

講座大綱:
1. 痛症，是我们针灸，中医师最常见的一种病症。各种针灸，灸法，推拿，按摩，中药等均可获不乏疗效。据我们从事耳医学治疗200余种病症，500多种症状，耳穴止痛最快，最好。常在耳穴放血后痛即消失缓解，本专题，是把我们40余年的临床研究体会介绍给同道们。
1) 介绍什么是耳穴，耳穴的定义
2) 快速止痛的三要素：相应部位取穴﹐耳尖或轮1-6放血MASTER POINT ，神经点
3) 取穴的依据：德尔他反射：耳穴与相应的机体部位存在着，就如“钥匙和锁孔”学说，痛症为痹症。根据中医理论“通则不痛，痛则不通”，“以痛为输”。因此，必选钥匙的锁孔穴--------相应部位。痛症，为气血瘀滞，多为毒素所刺激末梢，代谢产物淤积引起痛症，因此，放血排毒，活血化瘀。为加强治疗效果，达到刺激直趋病所，必须行手法"指功发热，通经活血，气至病所”。
4) 常見痛症的治療:包括运动系统痛﹐内脏系统疾病﹐神经系统疾病﹐妇科痛，痛经以及五官科。

Professor Zhao Zhi Cheng graduated from Hubei TCM college of China in 1967. He practised TCM in hospitals of the province of Hubei from 1968 to 1978. In 1978, he devoted in TCM diagnosis researching and teaching. He has studied in Japan and invited to teach in Korea, Hong Kong and Canada. In April 2007, he was hired by PCU of Canada to teach TCM. Professor Cheng has more than 40 years TCM clinical experience and he is good at internal medicine, female, skin disease, especially in the areas of diabetes, thyroid gland and heart and lung disease etc.
成肇智教授:1967年毕业于中国湖北中医学院六年制中医专业毕业。1968年至1978年在湖北省西部基层医院从事中医临床工作。1978年调回湖北中医学院，先后在内经教研室和中医诊断学教研室任教。1989年晋升副教授，1994年晋升教授，后被任命为教研室主任，并评定为中医主任医师和博士生导师。曾到日本留学，并应邀到韩国、香港、加拿大讲学。2007年4月受聘于加拿大PCU中医学院再次来温哥华讲授中医。主编全国性教材《中医诊断学》、《中医药英语》，主编学术著作四部，参编学术著作八部。发表学术论文78篇，其中国外杂志3篇，获奖6篇。主持及参与国家和省级科研项目７项，获奖３项。在全国性中医学术团体的三个委员会中担任常委及委员。从事中医临床工作四十年，擅长用中医药诊治内科、妇科、皮肤科疑难病症，　尤其对糖尿病、甲亢、乳腺增生、前列腺增生、心肺疾病、月经病、不孕、痛证、痤疮及面部黄褐斑等疾患具有较丰富的经验。

10 years ago, QATCMA was established with the mission to unite TCM community with initial concept of “One Voice”. It is QATCMA’s funding responsibility to strive for and maintain the rights of TCM practitioners and acupuncturists. QATCMA has participated in promoting unity of TCM community by composing Constitution to allow the community to communicate based on a platform. However, we found minority has altered the initial union’s Constitution that had signed and agreed by all associations. We disagreed with the idea of having another association composed by non-president representatives, reminded that the history had taught us a lesson and that many associations were named as “united, headquarter, and world” etc. that may carried with the same attempt. Therefore the QATCMA Board resolved that not to join UTCM at the recent February Board meeting.

The QATCMA held the majority registered Acupuncturists and TCM practitioners in BC. All the Boards had been working very hard for professional’s development in the past 10 years. Finally the MSP plan accepted our proposal of last May to include certain funding for the low income group started April 2008. This was a good starting point for the continuing campaign of the professional milestone. We greatly improved our reputation through organizing international standard symposiums, and also different charity activities. Recently, we strongly voiced out our concerns at the recent bill C51 hearing for the regards of its impacts to the TCM industry. We opposed to the confused areas, and had the authority’s clarification. Therefore, we can see that QATCMA performs a leading position in BC to fight for professional’s right and functions.
We heartily congratulate the establishment of UTCM, and wish more participants in future professional activities. We would like to see that all TCM professionals are really united and enrolling the TCM campaigns for community rights in one unity, and then it’s time for QATCMA to bow out just like the time when Alliance merged with QATCMA.

早在十年前 “ONE VOICE” 團結中醫業界，即是QATCMA成立的宗旨﹔爭取並維護中醫針灸醫師的權益，更是QATCMA成立的責任。成立聯盟憲章(Constitution)作為業內各公(學)會溝通平台，以達到團結中醫業界的架構組織，亦是QATCMA參與發起推動的工作，由於得到BC省全體出席聯盟的各公(學)會共同簽字承認的原聯盟憲章，遭部分人予以更改，同時我們不同意由非各公會會長組成的另一個公(學)會，因為歷史告訴我們，那將無法達成團結的目的，環顧目前各會具有United、Headquarter、World等整合的名稱者比比皆是，將重蹈步入失敗的歷史過程。因此，今年二月在理事會中經全體出席理事無記名表決，全數通過決議，QATCMA與其他三個會不再參與UTCM的組織。

QATCMA是BC省最多會員的註冊中醫師、針灸師公會，經過漫長十年的努力，去年五月我們向政府建議，爭取中醫針灸納入MSP健保低收入輔助計劃，並於今年四月一日實施，為中醫針灸帶入新里程，舉辦各項國際學術講座，提昇中醫學術水平，參與各項慈善活動，塑造中醫社會形象。最近為維護中醫藥的完整性及其發展，防範聯邦C-51法案，帶給中醫藥界的衝擊與傷害，參與發起反對C-51法案，希望獲得聯邦政府的澄清，化危機為轉機。QATCMA是BC省真正為中醫師、針灸師爭取維護權益的團體，真正發揮公會應有的功能。

C-51法案對中醫藥界及民眾的影響

1. 對中藥商的影響

-您的市場銷售許可(Market authorizations)只有在衛生部長認為您所銷售的產品療效大於危險性的情況下可獲得。(Section 18.7)

-您的執照能隨時根據衛生部長的主見而停牌。(Section 19.6(2))

-您所銷售的治療性產品需要經由臨床試驗證明其安全及療效，進行臨床試驗則必須申請。 (Section 18.2-5)

-調查人員可無限期扣押、沒收您的產品，過程中的運送及倉儲費用由您支付。(Section 23.3(a)) (Section 23.2 (d))

-衛生部長可隨時公布您的商業機密，不需經過您的同意。(Section 21.1)

2. 對中醫師/中藥師的影響

-您擁有省政府賦予之處方權，然而藥物的管理屬於聯邦法的範圍，也就是C-51的規管。

Fund Raising Proposal for the China’s Earthquake Victims

The recent desperate earthquakes in Sichuan had destroyed the beautiful counties and killed thousands with hundreds of thousands homeless. We are helpless to prevent the natural disaster, but we can help to recover with our loves.
In this critical time, Chinese Benevolent Association is calling other Chinese societies to organize the "Fund Raising Events for the China’s Earthquake Victims". The Board of QATCMA has decided to join the event and contribute our supports. All donations will be delivered to Canadian Red Cross and transferred to Red Cross Society of China. The Canadian Red Cross will issue receipt for the purpose of tax claims.
"To save lives and cure injured people" is our responsibilities as a doctor, we would like to appeal your supports and contribute generously to the disaster areas to overcome the hardship and rebuild their homes.

會長報告有關聯邦C─51法案

敬愛的理事及會員中醫同仁;

聯邦政府 C-51法案，已通過一讀，即將進入二讀程序階段，我們擔心該法案會傷害中醫的發展，
QATCMA及其他中醫團體，均表反對，因此本人以及江海林、黃小峰等於五月十三日參與 NDP 省議員關慧珍 (Jenny Kwana MLA) 的反對C-51 行動新聞發佈會中，提出強烈質疑，該法案將包括中草藥及其產品等健康產品列入與西藥相等的嚴格對待、管理與懲罰;
一、該法案勢必造成市場上中草藥及其產品種類減少及價格提高。
二、在聯邦法中，目前中醫尚非屬醫療專業的情況下，中醫師是否具有處方權，將對中醫的發展影響深遠。
在世界日報的二則報導，似是聯邦政府的糢糊反應報導，但對法案並沒有明確指出包括中草藥的天然健康藥品，如何可以無須接受西藥般的嚴格對待、管理與懲罰，同時並未正面回應中醫是屬醫療專業，僅說中醫師的行為，是屬省府規管。因此為了中醫的發展，我們應一起反對此一法案的通過。

Bill C-51 (堅決反對C─51法案）

Most people involved with the natural health care industry are quite concerned about Bill C-51 and how it may impact our ability to gain access to TCM products. The following are two stories reported in the World Journal with slightly different opposing point of views:

Regardless, I believe there are still some parts of the Bill that is not quite clear. The bill is written with regulating drugs in mind, but does not say how Natural Health Products (NHP) would be treated differently. If you are concerned, please write a letter to your local MP to express your concerns, so maybe some protective wordings for NHP can be written into the Bill. You may also ask your patients to do the same. Attached are two sample letters, one for practitioners and one for patients (family members and relatives). You may modify it as you see fit. Remember, mails to your MPs do not require any postage.

關於我們

· QATCMA – 是卑詩註冊中醫針灸師公會之簡稱.。於 2000 年 9 月 13 日根據卑詩省社團法例中註冊登記。

· 在 2000 年 1 月 16 日, 加拿大中醫針灸師聯合會會長江海林, 在烈治文聯合會之辦公室 , 邀請所有註冊針灸師出席會議, 經商討後得出有需要成立一個新組織去團結其他各會和註冊會員們。

· 2000 年 4 月 11 日, QATCMA 臨時暫時委員會主席江海林, 和委員會成員李道志, 黃保信, 胡雲騰和 Tahmineh Nikookar 等，呈交新會的建議書, 並同召開另一次會議去確認會章和會例. 同時成立一個正成臨時理事會, 並選出主席: 江海林, 副主席: 李道志, 其他理事為: Tahmineh Nikookar, B.K. Singh, 蔡理平, Mariane Cheng, 蔣婷婷, Soung Wook Jun, 李文沛, Shunfu Mai, Sky Willow, 黃保信, 吳雲騰,, 及鄭國光。

· 2001 年 1 月 28 日, 加拿大中醫針灸師聯合會的會員大會中, 在大部份聯合會會員提票贊同下與 QATCMA 合併。
· 公會首屆會員大會於 2001 年 3 月 11 日舉行, 同時選出是年之理事, 江海林為會長, 李道志副會長, 理事有蔡理平, Wanda Stephen, 楊光芳, 彭德坤, Sun Kyung Lim, Sky Willow, Philippe Souvestre 和 William Hardman。

· 於 2001 年 6 月 12 日, 因江海林請辭會長一職而願留任理事, 是故公會理事會需要重新改組, 並通過推舉李道志為公會會長, William Hardman 為第一副會長。楊光芳為第二副會長, 其它理事則維持不變。

2. 有關加拿大中醫針灸師聯合會 ( 以下簡稱為聯合會 )
· 聯合會在 1996 年 7 月 8 日根據卑詩省社團法例中註冊登記。由卑詩省五間不同針炙會所組成，計有 British Columbia namely Acupuncture Association of British Columbia, Canada Acupuncturists Headquarters Association – BC Branch， Canadian Chinese T. C. M. and Acupuncturists Society， Canadian-Korean Acupuncturist Society of B. C. and United Acupuncturists Association of B. C.

· 2001 年 1 月 28 日的會員大會決定合併後，聯合會終於在 2001 年 3 月 11 日正式與 QATCMA 合併。

3. QATCMA 立會宗旨

· 推廣及弘揚中醫藥文化;

· 向社會傳達中醫藥 (包括針灸) 是一門對疾病及健康甚有成效的醫療手段, 雖然中醫在其理論及實踐有別於西醫；

· 邁向奠定建立中醫藥及針灸等的更深入研究及學術傳播。

4. QATCMA 的目標與使命

· 儘力團結業內分散之言論與目標, 最終要達至中醫 (包括針灸) 專業統一化;

· 鼓勵高水平之服務及議訂服務收費統一化;

· 鼓勵會員運用專業精神於廣告及宣傳手段, 公會將與卑詩省中醫針灸管理局聯手審核業內廣告內容;

· 保持與各級政府機關良好關係, 並儘力爭取中醫加進 MSP, ICBC, 退伍軍人醫療保險, WCB 及第三者保險等；

· 游說及影嚮各級政府對中醫專業的看法;

· 儘力保持公會與管理局 (CTCMA) 良好互動關係。我公會是本省註冊醫師的專業公會, 其職責在保障 “ 醫師權益 ”, 而管理局之職責則主重於 “公眾權益”, 兩者有所不同。因而, 公會與管理局要有良好的互動機制, 換言之, 兩個機構是相輔相成的；

· 公會將會成為推動中醫各方面的研究中心並為此等研究提供資源力量;

· 公會將著重於提供會員持續的, CTCMA 認可的繼續進修學分講座;

· 公會將成為中醫藥各方面知識的傳播中心。

5. 公會建立註冊的主因

· 公會的建立註冊源出於中醫專業化, 每個成為 QATCMA 會員的註冊醫師在社會上將被公認為一個具有合格執業水平的中醫師或針灸師；

· QATCMA, 將會與其它省份的中醫團體一道, 為整理一個統一性的全國中醫專業化及考試制度而奮鬥；

· QATCMA 將爭取加進諸如 NAFTA 等組織，加強與國際上其他中醫專業的互相合作;

· 所有本會會員將被冠譽為 “QATCMA 會員” 。
